Is the Wharton Levee Finished?
Short answer
We don’t know — and neither, apparently, does anyone reading official channels. Phase 1 was due December 2025. As of our July 2026 check, there is no completion announcement, and the city’s levee page hasn’t been updated since April 2022.

Phase 1 broke ground November 29, 2023: a ~$48.2 million contract for roughly 12,350 feet of new levee and five interior sumps, with completion scheduled for December 2025.

The project was “initially started in Wharton in 1998,” approved by Congress in 2007 “but never funded” — and “the city’s flooded three times since then.”

The city’s official levee page still describes Phase 1 as “anticipated to break ground late Spring/Summer 2022” — it has not been updated since April 2022. No updates from the city. If a completion announcement is published, we will update this page.

Our take — opinion
A quarter-century from idea to shovel, and now the deadline has passed with official silence. If the levee is done, tell the town. If it isn’t, tell the town that too.
In fairness — a positive fact
Credit where due: after 25 years, the levee is genuinely under construction with federal funding — Phase 1 is real, awarded, and visible from the highway.
